We cannot have a value less than 5 in any number. Sufficient

Since x is greater than 450 and less than 1000, so x can be 490 (here 9 is greater than 5)or x can be 453 (no digit is greater than 5).

Since x is greater than 550 and less than 1000, so x can be 551 (no digit is greater than 5)or x can be 990 (here 9 is greater than 5).

Combining (1) and (2), again we do not get a definite answer; NOT sufficient.

The correct answer should be E.
