This is from Kaplan CAT test. I am not sure if its ok to post these here. If not someone let me know

I chose "2" whereas the answer was "4". Can someone help me with this?

Need I explain why 4 is rite?

2 is wrong because in 2, "During the 18th century it is estimated" seems as if to suggest that the estimation being talked about was made in 18th century.
