a practice fostered by modern seed-marketing methods -> should modify the use of single strain of plant. In option D, it modifies A single strain of plant.

Also, read option E without non-essential modifier. It is concise and straight forward.

The use of single strain of plant for a given crop over a wide area , a practice fostered by modern seed-marketing methods, increases the likelihood that the impact of a single crop disease or pest will be disastrous.

I concur with Sameer.

Its the Use of Single strain of plant that is the practice fostered by blah blah... and not the single strain of plant used...
