Hi,
I believe the meaning of sentence is changed in E.
'that' is used to single out a specific group of plants.

Employing the same techniques for genetically enhancing plants that make them

means: employing techniques for a specific type of plants (those plants that make them pest-resistant).

The portion in bold shows the PURPOSE of employing the techniques being talked about. And whenever we need to show that some task has been done intentionally, the use of infinitive is recommended.
Also, I am not sure, but THEM in option E could refer to both Researchers and plants. Thus causing ambiguity.

THEM in E is refers correct plant because techniques cannot be made pest free so there is NO AMBIGUITY , but E seems awkward in the sense that words that qualify techniques -that make them- come later in sentence whereas in C it is very clear as qualifying words are stated along with techniques.

Hi Sameer, Yup I agree that in C purpose is being stated but I have a doubt in E i.e is "that" ambiguous????? because if we talk about logic then it correctly refers to techniques but when we refer to antecedent then it lies next to plants.......

That, a relative pronoun, does not always refer to preceding noun and you are correct in saying that that employees to techniques. There is no ambiguity

I understand THEM logically refers to plants. But as far antecedents are concerned, it can have two antecedents. In such case, it is advisable to repeat the noun(plants) or use some generic synonym.
