I'm debating between B and E. I suspect "to be" in E but it still looks less wordy and active expression. But I still have to pick B since "to be" is suspicious. What's the answer?

E is my pick. what is the correct answer? B looks fine too but it has being

my initial gut reaction was E but I'm going with B... My logic matches that of kiranlegend
