First of all we need to identify what "it" refers to in the sentence. The modifier "it" replaces the government. The sentence is in reported speech - the health commissioner is talking about the government's actions. The first action ("had implemented") took place in the past and therefore the Past Perfect is used to talk about it. Now we need to figure out when is the second action supposed to take place. Is it the past, the present or the future? It clearly talks about future actions. This leaves us with two possible answers A and E. We can eliminate answer A because it is incorrect to use "will" in reported speech. We need to use Future in the Past. Thus answer E is the only possible choice.
