Answer A is perfect.

A. capital city of Serbia, but it is also one of the oldest - Perfect
B. capital city of Serbia, nevertheless also one of the oldest - Nevertheless is a bit off here in terms of the meaning of the sentence
C. Serbia's capital city, and it is also one of the older - Comparison issue. older than. Plus there is no comparison with any other city.

Indeed answer is A
but only confusion I had In option A that "IT" can refer to Serbia Also
As we know there should be two pronouns for two nouns
Could you give some clarification

Hi,

I understand that it can refer back to Serbia as well. But in essence that does not alter the meaning. To me, this choice can be derived from choosing the lesser of evils.

IT as subject in a clause can refer to SUBJECT of another clause. Secondly, standalone pronouns generally does not refer to NOUNS in prepositional phrases (as in city of Serbia)
