Why is the OA [spoiler]A[/spoiler]?? Shouldnt it be [spoiler]B[/spoiler]?

...B eits more active. Th book explanation says that is bc the meaning of A is more logic: I know that the meaning is diffrent A from B, but the meaning of B still is logic: the health official distributed some dogs to pet sactuaries and killed others...

(b) may be more active, but it's filled with grammatical errors.

"has been" is wrong both in tense and agreement.

We'd say "some of them HAVE been..."

Also, since the dogs were collected before they were distributed or collected, we need to use the double past (past perfect, if you want to use technical terms), which requires "had" before the verb.

Therefore, "had been" is the correct verb.

The "as well as" in (b) also makes the sentence awkward.
