"noun clause" is a clause that take the noun slot in the sentence : subject, object(direct and indirect), object of a preposition,etc. Since this is a clause, it contains the verb in finite form.
"noun phrase" do not contain any verb in finite form, it may contains verb - but in infinite form.

As I stated above - it contains verb but in infinite form, Here "to recognize" is an infinitives, which is a infinite form of a verb. Hence this is a noun phrase.
