Is the comparison correct and parallel?

Heating-oil prices are expected to be higher this year than last because refiners are paying about $5 a barrel more for crude oil than they were last year.

A. Heating-oil prices are expected to be higher this year than last because refiners are paying about $5 a barrel more for crude oil than they were
B. Heating-oil prices are expected to rice higher this year over last because refiners pay about $5 a barrel for crude oil than they did
C. Expectations are for heating-oil prices to be higher this year than last year's because refiners are paying about $5 a barrel fr crude oil more than they did
D. It is the expectation that heating-oil prices will be higher for this year over last because refiners are pauing about $5 a barrel more for crude oil now than what they were
E. It is expected that heating-oil prices will rise higher this year than last year's because refiners pay about $5 a barrel for crude oil more than they did



OA is A.
Can any experts tell me whether the comparison in E is correct or not? The OE says in E the possessive last year's does not parallel the adverbial phrase this year. But I think they are comparing the price, not the time. Hope any expert can explain this point.

I choose A, I'm not sure about this -
Isn't "rise" and "higher" redundant usage in E ?

The OE says this because the structure is not:

It is expected that this year's heating-oil prices will rise higher than last year's (heating-oil prices) because refiners pay about $5 a barrel for crude oil more than they did last year.

But, there are many other more serious issues with E.

1. rise higher is at best ambiguous (does it mean that the price will be higher or does it mean that the rise in prices will be more?). It could very well mean: ..will rise higher this year than last year's rise.., but this is not the intended meaning of the original sentence.

2. refiners pay is problematic in E; since this process is an ongoing phenomenon, are paying is much more suitable.
