Insect infestation is a danger for households in which certain standards of cleanliness are not maintained. So that householders are able to detect such infestations before they become serious enough to pose a danger, the county sanitation board has mailed a newsletter to all residents of the county, listing those signs that indicate the beginnings of an insect infestation and encouraging householders to check for such signs.

Which of the following, if true, is the best criticism of the newsletter as a means of achieving the sanitation department's goals?

The conclusion that people will check for "signs" depends on the assumption that they maintain minimum sanitation standards.

E is a complete weakener. It says what if the people who doesn't even maintain minimum standards wont even check the early signs.

A seems to be attractive...Scope shift tactics is used..

Many insect infestations have certain characteristics that cannot be detected by the investigation of a householder.

So what??Sanitation board is updating the public only about "beginings" of the infestation and not the "fine intricacies".

Please have a very careful look at the begining of the argument :... Insect infestation is a danger for households in which certain standards of cleanliness are not maintained

Assumption is pretty clear...This newsletter comprising of iNFORMATION/signs are for people who have maintained certain level of cleanliness...
This newsletter agenda will fail if they respond to people with ZERO/MINIMUM cleanliness

Your explanation is good, but seems little convoluted

The conclusion of the argument is:

Sending newsletter will achieve the goal.

Goal: to provide info to people, who are not maintaining standards, so that they can avoid the dangers.

Assumption: such people will follow and act accordingly.

E says that such people may not act.
So newsletter will not be useful in achieving the goal.
