In general people support cuts in government spending until they discover that it will affect their own day-to-day lives quite practically.

1. I thought the phrase "cuts in government spending" as a whole is singular and we can us "It" to refer to it. Please can an expert help me here..

Do you think we could have used "it" if there was a "the" at the start of "cuts in the ..."
