In general people support cuts in government spending until they discover that it will affect their own day-to-day lives quite practically.

(A) it will affect
(B) it would affect
(C) the cuts will affect
(D) the cuts' affects will be on
(E) it will have an affect on

OA c

1. I thought the phrase "cuts in government spending" as a whole is singular and we can us "It" to refer to it. Please can an expert help me here..

2.
Do you think we could have used "it" if there was a "the" at the start of "cuts in the ..."

In general people support "the cuts in government spending" until they discover that it will
affect their own day-to-day lives quite practically.

3.
Also what is the difference between answer choice 1 and 2 .. i mean to say will and would

"Cuts" is a plural noun. We'd say "the cuts are primarily in education and healthcare."

"Will" is more definite, while "would" is conditional.

I am no expert, but here are my 2 cents:

"cuts" is plural and we can't use singular pronoun to refer to cuts.

Using "would" in answer choice (B) changes the meaning - it means that people's daily lives may or may not be affected - basically it's a possibility in this case. Whereas in (A) the use of "will" affirms that people's life is bound to be affected.
