Sentence 2 says <50% runners...leading off but <50% batters are not attempting to bunt
Sentence 2 implies that infielders playing in must be less the 100% other wise all (100%) batters would have attempted to bunt.
Option E correctly says that-- some of the infielders are not playing in.
