IMO E

A) doesnt maintain X and Y parallelism.
B) The last part "both within the group but also with outsiders" seems awkward.
C and D) Same as A. It doesnt maintain 'X and Y' parallelism.

E) Maintains X and Y parallelism "stigmatized selfishness and encouraged voluntary cooperation". Correct use of "not only.. but also"
