The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients must be warned of potential risks and an independent panel would evaluate the experiment before it was conducted.


A must be warned of potential risks and an independent panel would
B must be warned of potential risks and that an independent panel
C are warned about potential risks and that an independent panel
D will be warned about potential risks and an independent panel would
E would be warned of potential risks and that an independent panel would

I am not sure but you can have look into the xplanation :

"experiments were established to ensure" that thing signifies that any future action will be in the coming sentence.

so option D and E are the only choice.

then again by parallel sentence correction method we can eliminate the D option.

Hi,
The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients would be warned of potential risks and that an independent panel would
ensure that patients....of potential risks and that an independent... evaluate the experiment before it was conducted.
Usage of "that" before 'an independent...' creates parallel clause associated with "ensure" and clarifies that there are two things the rules want to ensure.
A and D are out.
Tense of the sentence is past(were).
C is out.
No helping verb in B.
So, E

Also notice that B and C erroneously use Subjunctive in "second half" of the sentence, while the first half of the sentence is still in non-subjunctive, a clear violation of Parallelism.

an independent panel evaluate the experiment is a Subjunctive construction (you would perhaps realize that normally , evaluates would be the correct usage.

a very subtle point. Thanks. Just to clarify. What would be the subjunctive of first part. Is it-

But to ensure that patients be warned about potential risks.

Also in case i had subjunctive part on both the sides of the parallel marker, then i guess it would have been correct?

Almost, except that it would still be lacking a that. The correct structure would be:

...ensure that...and that...
