it is a good question on tenses. I got puzzled at the first time.

Good one!!

Here is my analysis-

"responsible for leading hundreds, if not thousands, of slaves to freedom" is being used for railroad there for was should be used instead of were.

This eliminates options A and B.

Amongst the rest "would become" is a natural choice :)
So [spoiler][E][/spoiler] is correct.
