I will go with A. I used POE.
B--'HAVE LED'...this should be used if some thing started in past and still continues in present. but we are just talking about 1876 to 1904. no 'have led' is incorrect

C -- same as B

D-- 'There' is incorrect usage. It should always refer to a place. Also, 'serving' is a little weird in the end.

E- again, usage of 'there'

I believe A could have been better, but then all the other 4 are incorrect.

I think its B, Have led is OK as construction/ concern is still present.

A makes sentence more confusing.

I also thought it to be B coz b makes more sense but OA is A.

IMO: B
A,C construction do not modify by three sewer building
D, E - wordy

apologies to everybody. I am again opening a dormant thread :D

Clearly, the contenders are A and B. Lets take a look one by one.
A. Concerns about public health led to the construction between 1876 and 1904 of three separate sewer systems to serve
Lets just analyse the sentence in basic form.

Concerns led to the construction of three separate sewer systems.

But isn't the modifier in red MISPLACED. It should not have been the 2 bold faces.
However, OA is A. I certainly find this is a big error because it is the construction of towers and not construction between

Take a look at B
B. Concerns about public health have led to the construction of three separate sewer systems between 1876 and 1904 to serve
HAVE led definitely creates a problem out here.

I find there is a problem with this question. I need your opinions.

This is a tense question not amodifier one... A is perfectly fine...as have is clearly wrong here.

How do we differentiate that whether it was only a tense question or a question testing both modifier and Tense??

Was it mentioned anywhere in the question that "this is a tense question"

Even I think "B" is hte answer.

Concerns about public health led to the construction between 1876 and 1904 of three separate sewer systems to serve

Option "A".. the part in bold ..does not sound correct..

how do you justify the use of have here .. ????
hw can the process still continue ..once the question specifies the years ..1876 and 1904..that is in the past .so A anyday will be better

B is definitely out.
But the construction of A as pointed by me and SHAWSHAN in earlier post makes us wonder why would A be correct?

I went for A because it was the best choice.

As regards,

construction between X and Y of Z

and

construction of Z between X and Y

Both look same to me. But since the first one is not given, hence the 2nd was chosen. If both were given, then I would have gone for the first option.

I go for A.
Let's think it this way, the construction was possibly carried out in separate periods, and the one from 1876 to 1904 was led by those concerns.
It is a bit unusual, but it makes sense to me.
