Concerned with the number of meals they had remaining in their decreasing amount of food, the backpackers decided to return home a day earlier as they planned.

Plan is more PAST than their Decision. Usage of "HAD".
Came down to B and D

I know food is uncountable so AMOUNT is correct and MEALS are countable so NUMBER is required

IMO D

just for curiosity, are sure that meal has plural form. i applied to the dictionary but did not found useful info.our answers coinside but i am not sure ...

I believe Meals are countable. Generally as a Noun Meal means "food served and eaten in one sitting". Thus multiple sittings multiple meals.

And FYI my hostel (where I stay) charges me per meal if not countable than how can he charge me so ;)

Always remember the following rules,

Countable modifier is followed by Noun in plural form.

Countable Modifer+Noun(Plural)

Many books,few hats,Number of songs.

Non Countable modifier is followed by Noun in singular form.

Non Countable Modifer+Noun(Singular)

Much attention,less music,amount of money.

In this sentence,

meals-plural.Countable modifier must be used. So number of meals.

food-Singular.Non Countable modifier must be used. So amount of food.

Note: The words such as 'more','most','enough','all' can be used with both countable&uncountable nouns.
