In choice E, what does 'differ significantly' mean? Does mean lower than or higher than ?

I feel that 'differ significantly'could be either one because difference could in either direction. Am I correct?

You are correct.
The wages in Krenland that "differ significantly" could be significantly HIGHER than wages elsewhere or significantly LOWER.
