IN option A : Please explain the use of "in that"? Does it suggest Olympic Games or the world?
Also explain If the option " B" was

(B) world, proclaiming a sacred truce during the month of festival.

Will then be the correct choice. Thank you

"in that" is trying to play role of conjuction , so do esnot make sense what it refers to the world or games.

Your rephrased B wouls still be incorrect on the grounds of meaning. The Olympic games can not claim peace .

In option B , Isn't the participal " proclaming" modifies Olympic games and thus suggests why Olympic games were helps greek world.
