OA is C parallel - ..regarded as X not as -Agreed but I chose A since are is correct than is can any one explain whether this sentence has correcct subject verb agreement[/spoiler]

hey one thing A does not contain 'are' it contains 'is'.

second. the subject of the verb 'regarded as' is ownership which is singular. Hence 'is' is correct.
One more reason why i eliminated A is the lack of a noun after poosessive word individual's. for eg: Dog's tail, joseph's bottle etc. we need a noun after the poosessive word.

next as u have mentioned parallel elements make C correct.

Please explain why is rights ? and not are rights

1) SOme followed by ....... property and the means of production ARE -- HEnce ARE and not IS (Eliminate A,C,E)
2) SOme ...... when the ownership ..........,. not when they are --- Parallel .. Eliminate B

IMO -- D

my pick is C. C is parallel and idiomatic.
ownership needs a singular verb, so B and D are out.
A and E have unnecessary it, so eliminate them.

IMO C.Subject verb agreement and parallelism.
