Although the city had raised enough money for a suspension bridge, formed a planning committee and hired a lead architect, the project fell apart when it was discovered that the designer of the modern suspension bridge, Charles Ellet, Jr., had been born in a rival town on the other side of Pennsylvania. This decision was hotheaded, and the competitive nature of the townspeople ultimately led to a waste of resources.

Which of the following displays reasoning parallel to that in the statements above?

A
The Canada Geese that have descended on the town cause chaos in the parks, chasing children away from the sprinklers and ponds. Even so, the city council's plan to hire an outside consultant to remove the geese by any means necessary may prove unfeasible and ultimately dangerous, if the consultants are given free reign over our parks and schools.
B
The Wichita Cineplex had secured funding and hired a consultancy to oversee its transition to a modern business model, but the CEO canceled the deal at the last minute, rashly costing the Cineplex both time and money. The CEO admitted to canceling the deal because the creator of the modern business model was from Vernon, a town whose teams compete fiercely with Wichita's.
C
Swedish immigrants to the United States during the Westward Expansion were known for opening stores and colonies in the frontier, and their descendants are spread throughout the country. The decision to create a holiday to celebrate Gustaf Unonius, who created the first Swedish colony in the United States, is a brilliant idea, and will draw tourists of Swedish origin to our state.
D
There is an ongoing debate in the restaurant history community over which restaurant was responsible for the advent of the salad bar. The Cliffs in Illinois, Chuck's Steak House in Hawaii, and Rax Restaurants, a Midwestern chain, all claim the title, but the vast majority of people in the world, even those in the restaurant industry, don't much care either way.
E
Although the city of Boston, Massachussetts, had already designed the plaque to remember the Great Brink's Robbery, a bank robbery that at the time was the largest in the history of the United States, the mayor vetoed the plan because he claimed that this would glorify criminal behavior. This decision made sense; this memorial would not have fit Boston's image.

Scenario:
1. Resources arranged money spent
2. Designer from rival town
3. Decision withheld
4. Wastage

We need this structure in option.

I too like B but its awfully too good to be true -- mostly a shell game

I like C better...
good decision because no waste of money and/or main character is not a rival

In parallel reasoning if the end point of the stimulus is negative (bad decision), the end point of hte answer must also be negative. Two statements can't be parallel if one is positive and one is negative.
