Emily Dickinson's letters to Susan Huntington Dickinson were written over a period beginning a few years before Susan's marriage to Emily's brother and ending shortly before Emily's death in 1886, outnumbering her letters to anyone else.

OG states the correct answer is (E):

Dickinson, which were written over a period beginning a few years before Susan's marriage to Emily's brother and ending shortly before Emily's death in 1886, outnumber

I am confused because I thought ",which" will ALWAYS modify the noun right before it. In this case, it would be modifying Susan Huntington Dickinson, as opposed to the letters... no?

Please help! Thanks!!
