Local residents claim that San Antonio, Texas, has more good Mexican American restaurants than any city does in the United States.
(A) any city does
(B) does any other city
(C) other cities do
(D) any city
(E) other cities


why not C?

I really don't know if there is any Grammar rule to this(well I guess, there has to be) but I figured out the correct answer choice idiomatically

The correct answer will have any other city because San Antonio is compared to other cities, and to bring the contrast, we need any

Here the rule is simple: One city is compared with any other city of a country.

(A) any city does (It includes San Antonio also, that mean San Antonio's good Mexican Restaurants are compared to themselves.)

(B) does any other city (San Antonio's good Mexican restaurants compared with any other city good Mexican restaurants).

(C) other cities do (San Antonio's good Mexican restaurants compared with all other good Mexican restaurants of US at once).

So (C) is wrong because it is considering all the other good Mexican Restaurants at once in comparison to San Antonio's GMR whereas it should consider each city at once not by combining them all.
