4 servings require 3/2 cups of pasta.
To determine how many cups of pasta he will use the next time he prepares this dish, we need to know how many servings he is going to make.

Statement 1: We don't know how many servings he made the last time he prepared the dish.

Not sufficient

Statement 2: We don't know what this has to do with what we've asked to determine.

Not Sufficient

1 & 2 Together: Now we know that Malik used 6 cups of pasta the last time he prepared the dish and the next time he prepares it, he will make half as many servings as he did the last time. Hence, he is going to use 6/2 = 3 cups of pasta.

Sufficient

The correct answer is C.
