Past perfect vs Past tense

Hi,

Can some explain me the correct usage -

Unlike the brown sparrow, the passenger pigeon (was slaughtered indiscriminately, had been slaughtered indiscriminately) and became extinct in 1914.

It should be "had been slaughtered."
