Option d tells us that "Many financial experts believe that policy makers at the Federal Reserve will be almost certain to leave interest rates unchanged for the foreseeable future.". Here the modifying phrase has been removed. This sentence seems awkard.
IMO A.

I dont like the gerund "viewing" in A but the rest of choices is worse. D is weird because of "that"

My choice is A

Could somebody explain why "now viewing the economy..." doesn't refer to the Federal Reserve?

to be balanced is wrong...
"c" is wrong as who shpuld be after comma..
left with "a" only..

Let us start with wrong ones: In option E, which refers to Reserve and reserve is an inaminate thing so incorrect which can not have a view, further correct construction should be view X as Y here use of infinitive is questionable.
Again, who refers to what experts or makers, though makers is near can we be sure who is referring to policy makers. Further what "that" is referring in between that of moderate growth and low inflation, again view X as Y is not strictly followed and infinitive construction is questionable.
B can be blasted on line of D.
Now close choices A and C use of who after Reserve is incorrect as already policy makers at the Federal reserve has right Subject and so start of another clause with who is inappropriate. What could be a better explanation here.

Part of the sentence between the commas is a non essential part of the sentence. We can remove that part actually. Lets see how the sentence would look with option C if we remove that non-essential part of the sentence.

With non-essential part of the sentence:
Many financial experts believe that policy makers at the Federal Reserve who, now viewing the economy as balanced between moderate growth and low inflation, are almost certain to leave interest rates unchanged for the foreseeable future.

Without non-essential part of the sentence:
Many financial experts believe that policy makers at the Federal Reserve who are almost certain to leave interest rates unchanged for the foreseeable future.

Does the sentence above look right to you? The underlined part is a relative clause. Rest of the sentence is part of the main clause. Do you think the sentence represents the complete thought?
