"Native of" is used for a individual while "Native to" is used for a large group

At the end, it boils down to E vs A. I will go with E simple because in A, the object is too distant from the subject. in E this problem is solved by adding a modifier.

Undoubtedly E should be the answer.
Correct formation.
For the Correct Placement of Subject and for being the most concise answer choice.

B,C,D does not sound idiomatically correct. Boils down to A & E i ll go for E, what is OA

My analysis:

A=> "the great eruption of Vesuvius in two letters to the historian Tacitus" means that the eruption was in the two letters.
C=> Is awkward, and "in 2 letters by Elder writing to" means the Elder is writing the letters.
B=> Being is awkward.
D=> Has the same error as it is in A.

E wins.
