Supporters of tax breaks that local governments award to businesses each year to prevent them from moving consider them vital economic development tools while critics denounce the tax breaks as corporate welfare that helps some localities but weakens the national economy.

IMO C

A 'award to' is incorrect
B,E 'consider...to be' is incorrect

dont have a good explanation about why D is incorrect

Between A and C, A is less correct, since "award to" isn't necessary. So, we now have B, C, D, E. E suggests that the supporters may be moving, so we are left with B, C, D. C is awkwardly phrased. This leaves us with B and D. D is better phrased, since "to be" isn't necessary.

idiom: consider X Y (without to be)
B+E are out

"them" ambiguity in A + C: "prevent them from moving consider them..."

so only D is left

should be D.. SVO subject verb object and the statement is fragment, so this kind of sentences are rarely given on real exam i suppose.

imo it should be D, cuz all other choices but d suffered with modifier problem "moving"

I guess D is wrong because it doesn't specify who the suppporters are.. it should be 'supporters of tax breaks'..

let me put my head into this......
there are two groups discussed in the sentence suppoters and critics each performing one actions , suppoters consider the tax breaks ......while critics denounce the tax breaks.......
so this brings us to B and D
and again rexamining the sentence in B tax breaks that local governments award businesses each year to prevent them from moving to be vital economic development tools , use of to be looks awkard..

hence left with D

i hope atleast this time i am correct
