nope -- you can't look at it in the second way.
this isn't a list of two things -- it's a list of THREE things.
the last two items in the list follow signals (the second item follows a comma, and the third follows comma + "and"). therefore, these elements are non-negotiable -- you
must include all words that follow these signals.
i.e.,
the second element MUST be "a system of land tenure", since that's what follows the comma.
therefore, the other elements of the parallel structure must be
nouns, so, right off the bat, (a) is the only one that works.
