Out of Scope or Not Out of Scope

Sometimes, I have hard time telling the difference between an answer that is out of scope and an answer that provides new information for the question. Sometimes, I select an answer that I thought may provide the needed information, but ends up being out of scope; other times, it looks like it's out of scope, but ends up being the necessary new information.

How do I tell the difference? Any suggestions?

First Hint :

New information can be accepted only for following type of questions :

strength
Weaken
Assumption
Evaluate the argument
Resolve the paradox

Second Hint :

New information should be related to the problem set.
