Apart from knowing that 'Declare x y' the right idiom, there is a strong doubt of the Modifier section.
The question is that 'when X modifies Y, what happens first X or Y OR what causes what, I mean X causes Y or Y causes X.'
This is the question I got in this question after so much practice of the modifier questions.
In option E, the meaning is that after the United Nations declared the Roman aqueduct of Segovia a Heritage of Humanity, then this thing prompted the Spanish government to begin renovations on the aqueduct. But what I feel is that the reverse is also possible right.
So what is the conclusion of the Modifier questions, what causes what....
experts please help as this is a very important question and raises a serious doubt on the other modifier questions....
