What is wrong with B? doesnt "which" modify "financing of federal..."?

there is no referent for the pronoun they.

B is wrong because 'Which..' refers to mass transit here and not to the formula being considered.Its unparallel

D is bit unconventional but it makes things more clear as compared to other options.
