E. a number double that of 1981's attractive
Actually E should not be attractive at all. Notice the 's after 1981. So, option E would read:

a number double that (the number) of 1981's (number).

In effect, it says:

a number double the number of 1981's number.

This clearly has number appearing one too many times.

Even if we believe everything else is correct in option E, it should at a minimum have been:

a number double that of 1981.

Or

a number double the 1981's.
