Answer to your question in bold is YES.

Statement (1) implies, (4/100)F = 16, which gives us F, but gives us no clue about J, hence NS

Statement (2) implies,
(4/100)F = (10/100)J
=> F/25 = J/10
F/J = 25/10 > 1
F > J (since both F and J are positive)
SUFFICIENT.... answer

but in A 4% F gives us total F
and in question stem we have 100 as J(at most including both)

with this we can determine whether F > J or viceversa
