Commissioner Wallace claims that he always has been and always will be a member of the American Civil Liberties Union.

A.Commissioner Wallace claims that he always has been and always will be a member of the American Civil Liberties Union
B.Commissioner Wallace claims that he always has and always will be a member of the American Civil Liberties Union
C.Commissioner Wallace claims that he will always be a member of the American Civil Liberties Union
D.Always having been a member of American Civil Liberties Union,Commissioner Wallace claims that he will always continue to be so.
E.Commissioner Wallace has always been a member of the American Civil Liberties Union, claims that he will always be.

Firstly, Claims THAT is an idiom.....

Meaning of the sentence:- He is always from past, present and in the future will be a member....

If we get this we will straight way get the correct option.

B is wrong because if we split this option

he always has
and a member of the
always will be

He always has a Member????is changing the meaning. So it is wrong.

C is wrong because it also changes the meaning......He will be in future is correct and what about present and past???? So it is wrong.

D is Awkward usage.... Always having been.....

E is wrong because of the structure and placement of the words.....

Thus the OA is A
