In hoping to restrain economic growth, interest rates were raised by British policymakers, making it more expensive to borrow for businesses and consumers.

(A) In hoping to restrain economic growth, interest rates were raised by British policymakers, making it more expensive to borrow for businesses and consumers.

(B) Making it more expensive for businesses and consumers to borrow, interest rates were raised by British policymakers, in hopes of their restraining economic growth.

(C) In making borrowing for businesses and consumers more expensive, British policymakers, in hopes they will restrain economic growth, had raised interest rates.

(D) Hopefully restraining economic growth, British policymakers raised interest rates, making more expensive borrowing by businesses and consumers.

(E) Hoping to restrain economic growth, British policymakers raised interest rates, making it more expensive for businesses and consumers to borrow.

[spoiler]OA: I could narrow down the choices to C and E and selected the right OA also but somehow I am confused with had raised interest rates in option C, though I agree option E leaves the sentence incomplete i.e borrow what????

Please clarify on my confusion[/spoiler]

Not quite sure but i feel E is the correct option.


(A) In hoping to restrain economic growth, interest rates were raised by British policymakers, making it more expensive to borrow for businesses and consumers. -> interest rates were not in hoping

(B) Making it more expensive for businesses and consumers to borrow, interest rates were raised by British policymakers, in hopes of their restraining economic growth. -> interest rates were not making it more expensive by themselves

(C) In making borrowing for businesses and consumers more expensive, British policymakers, in hopes they will restrain economic growth, had raised interest rates. -> in hopes - awkward..dnt hv a very good reason here

(D) Hopefully restraining economic growth, British policymakers raised interest rates, making more expensive borrowing by businesses and consumers.-> incorrect - making more expensive borrowing

(E) Hoping to restrain economic growth, British policymakers raised interest rates, making it more expensive for businesses and consumers to borrow. -> Correct

Experts please clarify

"borrow" is just "borrow" and is complete in itself. When interest rates are high, "borrowing" (in the sense "taking a loan") becomes dearer (since one has to pay higher interest rate on the loan).
