Recent improvements is the subject --> so the accompanying verb has to be "Have".

Use the 3-2 split to eliminate C,D and E.

Choice B is awkward. "Recent improvements have made those that work night shifts safer" -- My first impression was that the author was suggesting that the technology did *something* to the person to make him safer -- just a very awkward sentence.

Choice A is clearly concise and makes sense. [/spoiler]
