(A) INCORRECT won't go with while as while is used to show contrast while here its more of a like an extension
(b) INCORRECT HERE WHERE IS MODIFYING Great Britain and " earlier is " not correct tense
(c) contender " use of as " for comparing clauses + earlier had been ... correct tense
(d) INCORRECT again " earlier has been " .... incorrect tense
(e) comma splicing ( two indepenent clauses)

hence for me the answer should be C
