IMO 'E'. pension system is comparable only to Social Security.

apart from E, all other choices make illogical comparison of funded pension system with approach or foundation of Social security (system) rather than with Social Security system itself.

Here a system is compared with an approach hence it is incorrect . To maintain comprasion we need a system. Answer choice E is right since Social Security is a system.

(A) a pay-as-you-go approach is the foundation of Social Security - a system is compared with an approach hence it is incorrect-
(B) the foundation of Social Security is a pay-as-you-go approach -a system is compared with a foundation hence it is incorrect-
(C) the approach of Social Security is pay-as-you-go - a system is compared with an approach hence it is incorrect-

(D) Social Security's approach is pay-as-you-go - a system is compared with Social Security’s approach rather than Social Security (system) hence it is incorrect-
(E) Social Security is founded on a pay-as-you-go approach
