The Anasazi settlements at Chaco Canyon were built on a spectacular scale with more than 75 carefully engineered structures - This is the main clause of the sentence.

C D E - built on a spectacular scale of more than is wrong - we should be using with here.

Between A/B, the were is not necessary as the sentence is complete already.

IMO B.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
