For smalled retailers and websites, which pay regular mail rates and may be shipping from only one location, free shipping is not nearly as affordable and often must be added into prices

Posted the correct question;

A - PAY regular mail rates and MAY BE shipping (ACTIVE ...PASSIVE); such combination of active and passive not required

C- WHO wrongly used for non-human; (2) so affordable and it often must (parts connected thro AND are not parallel

D - use of PAYS incorrect (when subject is "retailers and websites")

I do not find any problem btn B and E - but WHICH is used (generally) for non-essential modifiers and therefore prefer E. Side note: OG12 does not recongnize distinction btn WHICH and THAT for non-essential modifiers
