From Statement 2, we know the seven remainders must be 0,1,2,3,4,5 and 6. From Statement 1, we only know the range: max - min. We know one of the remainders is 6, and one of the remainders is 0, but we don't know anything about the other five remainders. So the answer should be B.

yeah, like ian said.
range refers only to the difference between the biggest and smallest elements of a collection of numbers. therefore, if the range is 6, we know that the smallest remainder must be 0 (as small as they get) and that the biggest remainder must be 6 (as big as they get).
however, we don't have any information at all about the other five remainders.
therefore, the sum of the seven remainders could be anywhere from
0 + 0 + 0 + 0 + 0 + 0 + 6 = 6
to
0 + 6 + 6 + 6 + 6 + 6 + 6 = 36.
31 different possibilities; that's definitely insufficient.
