Let's test some values.
There are several scenarios that satisfy statement 1. Here are two:
Case a: A = 1, B = 2 and C = 4. In this case, the answer to the target question is No, A is NOT greater than C
Case b: A = 4, B = 2 and C = 1. In this case, the answer to the target question is Yes, A IS greater than C
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT

Statement 2: B = 4C
No information about A
Statement 2 is NOT SUFFICIENT

Statements 1 and 2 combined
There are several scenarios that satisfy BOTH statements. Here are two:
Case a: A = 1, B = 8 and C = 2. In this case, the answer to the target question is No, A is NOT greater than C
Case b: A = 8, B = 4 and C = 1. In this case, the answer to the target question is Yes, A IS greater than C
