Let's take each statement one by one.

(1) Club B has 16 members.

We do not have information about members of Club A and Club C. Insufficient.

(2) Exactly two people from Club C are also members of Club A.

This information is exactly the same... If we swap Club C with Club A, we get the answer. Sufficient.

The correct answer: B

Hope this helps!
