Friends Kindly tell me if the following constructions are idiomatic

Never.. so many .. as

i know that not .. so much as .. is acceptable (manhattan SC)

Never in the history of the company had board members approved of so many dismissals at once as they had in the massive sweep of last april

i believe Never . so many implies contracts just as Not so much as !

please explain

I feel there is no such idiom as Never so many as.

Also i feel it is not never so many as(The way you have pin-pointed the idiom). It could be so many as.

But, still it is difficult to comprehend what you tried telling in the last 2 sentences(for me atleast)

I believe that there is no such idiom as Never so many as!
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

Not So much as instead of as much as is used when a negative meaning is implied,

From Manhattan SC :
Right: His knowledge springs NOT SO MUCH from experience AS from schooling.

so So much is correct only when there is a negative word such as NOT
