The company decided to retool its aerosol spray formula and successfully removed all p-dichlorobenzene from its line of household sprays. Re-Fresh Air Fresheners' aerosol sprays are now less toxic to consumers than ever before.

E must be correct. If the aerosol spray now contains harmful petroleum products, which can lead to fatal injuries then the conclusion of the author that the "retooled" spray is not harmful is destroyed.
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
