Stressing Arts

More and more in recent years, cities are stressing the arts as a means to greater economic development and investing millions of dollars in cultural activities, despite strained municipal budgets and fading federal support.
(A) to greater economic development and investing
(B) to greater development economically and investing
(C) of greater economic development and invest
(D) of greater development economically and invest
(E) for greater economic development and the investment of

OA A

Is A gramatically correct or just a best among the choices?.
If i am not wrong I understands stressing and investing are to be parallel and as a means to is correct idiom but Should n't to be followed by verb rather than adj + noun?

IMO A...Only A is parallel here. What is OA?

IMO: A
The Q is testing ||ism and what matter most here is to make elements of the sentences ||el.
cities are stressing X and investing Y......So, this leaves us with only two contenders here i.e. A or B.
In GMAT we focus only on the best among available options and not the universal best option. However, you can thrive for excellence if you have time.
