In A and D, which lacks a clear antecedent. Eliminate A and D.

In B, records (plural) does not agree with is (singular). Eliminate B.

In E, the reason and because are redundant. Eliminate E.

The correct answer is C.

Generally, when an introductory modifier includes a pronoun without an antecedent, the referent will be the SUBJECT of the following clause.
In the OA, the referent for they is investment banks (the subject of the following clause).

The other pronoun in C -- IT -- serves as an expletive.
An expletive is a placeholder pronoun standing in for a NOUN OR NOUN CLAUSE THAT SOON FOLLOWS.
OA: they consider it important that all of their employees have a clean criminal record
Here, it is standing in for the noun clause that all of their employees have a clean criminal record.
WHAT do banks consider important?
THAT ALL OF THEIR EMPLOYEES HAVE A CLEAN CRIMINAL RECORD.

The purpose of an expletive is to avoid awkwardness.
The following structure would be awkward:
Banks consider that all of their employees have a clean criminal record important. The usage of an expletive makes the sentence easier to follow:
Banks consider IT important THAT all of their employees have a clean criminal record.

When it serves as an expletive, the referent for it may also be an INFINITIVE PHRASE or a that-clause.

Long before it was fashionable to be an expatriate, Josephine Baker made Paris her home.
Here, the referent for it is in the infinitive phrase in red.
Conveyed meaning:
Long before to be an expatriate was fashionable, Josephine Baker made Paris her home.

It is unclear whether chimpanzees are unique among nonhuman species or whether other animals would exhibit similar patterns.
Here, the referent for it is the whether-construction in red.
Conveyed meaning:
Whether chimpanzees are unique among human species or whether other animals would exhibit similar patterns is unclear.

Correct: X requires that Y do Z.
Correct: X requires Y to do Z.

The SC above employs the second construction.
An official example of this construction:
Union members are less likely to be enrolled in insurance plans that require doctors to see more patients.

Hi GMATGuru ,

Many thanks for your reply.

I don't understand the below example , be cause the referent of IT connects with INFINITIVE PHRASE or THAT CLAUSE. So why with WEATHER ?

It is unclear whether chimpanzees are unique among nonhuman species or whether other animals would exhibit similar patterns.
Here, the referent for it is whether-construction in red.

Thanks,
Whether chimpanzees are unique is unclear.
Here, the whether-clause in red serves as the subject of the verb is.
WHAT is unclear?
WHETHER CHIMPANZEES ARE UNIQUE.

The sentence above can be rephrased as follows:
IT is unclear whether chimpanzees are unique.
Here, it is an expletive standing in for the whether-clause in red.
This usage of it is correct.
