What percent of 20 is Y

We want to find what percent of 20 Y is. In other words, we want to find:
$$\frac{Y}{20}\cdot100\ =\ ?$$
$$Y\ \cdot\ 5\ =\ ?$$
This means that we can solve if we know the value of Y.

Statement 1
If 50 percent of Y is 5, then $$\frac{50}{100}\cdot Y\ =\ 5$$ $$0.5\cdot Y\ =\ 5$$ $$Y\ =\ 10$$
Sufficient.

Statement 2
If Y percent of 200 is 20, then $$\frac{Y}{100}\cdot200\ =\ 20$$ $$Y\cdot2=\ 20$$ $$Y=\ 10$$
Sufficient.
